In 1982, the (NCNERR) was established to preserve these valuable habitats for long-term research, monitoring, education and other compatible uses.

As part of a national system of estuarine reserves, these sites are managed by the , , as a resource for all its citizens. It is necessary to preserve and learn how to best manage these sites because of the many benefits these estuaries provide.
